The Sun says they have upped their bid for Modric to £27million.
That is a £5m increase on their previous offer for the Spurs midfield man. But it is highly unlikely to persuade them to sell.
There is also the chance rivalsManchester City andManchester United could enter the bidding.
Both clubs have been told by Samir Nasri's representatives he is staying at Arsenal, which could see them focus their attentions on Modric.
However, the Croatian has already declared his hand, saying he wants to go to Stamford Bridge.
A source close to Modric said: "Luka is determined to go. He doesn't see any future at Spurs."
