Lampard, who is currently with the club's 26-man squad in Kuala Lumpur, insists Chelsea's lack of spending so far is not a problem, despite United having already secured the services of Ashley Young, Phil Jones and David de Gea.
"They have been very active and spent fortunes on good quality players but we know we have a very good squad," Lampard was quoted as saying by The Guardian.
"But the manager wants us to come here [to the Far East] so he can evaluate what he's got. We are going to be very strong next season and, however much Manchester United spend, we still believe in ourselves."
Chelsea has been frustrated in the transfer market so far by Tottenham's desire to keep hold of Luka Modric, but agreed a deal on Monday to sign 19-year-old Belgian goalkeeper Thibault Courtois.
Lampard has also revealed that the squad are under a new lease of life under Andre Villas-Boas, adding: "On the training ground it has been a bit different to what we are used to.
"It's always been fast and intense and there's not been one session where people can relax or be sloppy.
"I think the fact that Andre is young is irrelevant. There is a nice freshness, a new style and new training methods from last year. His quality is important, however."
